I think the reason the desktop is dimmed is to highlight the UAC box. While disabling UAC would work it's not the answer to your question. Have you looked into seeing if there is a regisrty key which defines the colour and density of the dim?

This works! I still changed it to 60, and it works. Florian, 60 is a good generic choice for all LCD monitors. For old non-LCDs, however, things are way more complicated and 60 would be one of the worst though still workable VRefresh choice. Yet another observation: my monitor still may be a bit "thinky" for the first time it switches modes since its power on.
But after this first occurrence it's satisfactory fast as long as in power on state. Is there a way to get this to work with different resolutions when using 2 different monitors LCD and external, for example?

Doing so opens the User Account Control Settings. All that needs to be done is move the slider down one step from the default position so that it is now the third from the top instead of the second. Microsoft recommends to only use the setting if it takes a long time to dim the screen during UAC prompts, but if you are annoyed by the dimming of the screen, this is the preference that you need to change to disable it.
This new setting is helpful for users who regularly install new software, run system tools that require UAC prompt confirmation, or make other changes to the operating system that require an UAC prompt. While it is also possible to disable UAC completely using the same prompt, it is not suggested to do so. There is a reason why the desktop dims; this is a visible indication that the UAC prompt has control of the input focus and that background apps are frozen to prevent them from messing with the UAC prompt. The UAC still prompts for an ok on a download. I am bummed that turning off the dimming also makes the UAC prompt weaker. On my laptop with default UAC settings it acts as usual with everything else out of the way and unclickable.
When I bring the UAC one notch down to disable dimming the prompt functions like another popup window. So it is indeed less secure with dimming off. As bothersome as it is I recommend leaving it on the default setting. I know that I would prefer to not have the screen dim and the awkward nature of my laptop doing it slowly in steps makes me worry but it is undoubtedly more secure with the dimming on.
